ENTSO-E RDI Implementation Plan 2026-2030

ENTSO-E has published its Research, Development and Innovation (RDI) Implementation Plan 2026–2030, outlining 13 Project Concepts that will guide and structure collaborative innovation projects across Europe’s transmission system operators (TSOs) over the next five years. The plan translates the objectives of the ENTSO-E RDI Roadmap 2024–2034 into concrete innovation priorities and is intended to accelerate the modernization of Europe’s electricity system.

A clear theme throughout the plan is the central role of digitalization and artificial intelligence in enabling the secure operation of an increasingly complex and renewable-based power system. Key focus areas include: 

  • AI-based decision support for real-time grid management – dynamic, model-driven operations replacing manual expertise
  • Grid digital twins combining high-fidelity models with real-time sensor data for situational awareness and dynamic security assessment
  • Advanced forecasting using AI/ML for renewable generation, demand response, and system inertia across multiple time horizons
  • Resilience against extreme events – predictive analytics and cybersecurity protocols to anticipate and absorb climate and security threats
  • Automated DER flexibility – coordinating distributed energy resources across TSOs, DSOs, and aggregators via standardized, vendor-agnostic interfaces
  • Near-real-time AC/DC simulation to assess stability as inverter-based resources increasingly dominate the grid

The Elia Group is featured in the plan with their “GridShield” in project concept 10 (Integrated Framework for Automated DER Flexibility Services):

  • The “GridShield” project is exploring the risk that cyber attacks on Distributed Energy Resources (DERs) pose to system stability to enable a cybersafe integration of residential DERs as a key contributor to the decentralized and flexible energy system. 
    The breadth and ambition of the program demonstrate that Europe’s TSOs view the digital transformation of grid operations as an immediate priority rather than a long-term vision.
